Coherence, effectiveness, and flexibility for CFSP/ESDP
The essay analyses in detail the different facets of the »coherence« problem, that is, how and why the EU, while it increases its role and ambitions as an international actor, is in trouble with projecting a consistent and effective set of external policies. The essay also tries to outline a number of suitable options and scenarios for the immediate future and, at the end, to pinpoint the main challenges ahead, with particular reference to Austria's position in Europe.
