The Efficacy of ESDP
Small Countries and Force TransformationThis paper offers an approach to force restructuring from the perspective of the small states. It argues that if those countries are to make credible contributions to multinational coalitions of the willing and able, they have no choice but to develop a more focused tool box, specialize in niche capabilities and contemplate pooling scarce assets and capabilities. However, if small countries no longer possess a broad range of military capabilities, but instead focus on limited, complementary capabilities, an unprecedented degree of defence integration is required. This, in turn, demands true partnership between NATO and the European Union’s European Security and Defence Policy (ESDP). To make that happen, the major powers must work towards genuine trans-Atlantic partnership and have no choice but to develop NATO and the EU as complementary and mutually reinforcing institutions.
