After short term assignments at the British Embassy in Azerbaijan, and as an English teacher in Novgorod (Russia) he was employed in 2002 by the London based NGO 'Saferworld' as a project officer for Eastern Europe. In 2003, Duncan Hiscock was promoted to Caucasus Project Coordinator.
He has published on small arms and light weapons in the Caucasus (2003), small arms in Macedonia (2003) and on security sector reform in Armenia (forthcoming).
