British Perspectives on ESDP and NATO Development The paper seeks to explore British perceptions and expected contributions towards the development of the two lead-security organisations in Europe: NATO and the European Union. Historical and geographical factors, together with the events of September 11, 2001, and the fall-out of the Iraqi 2003 conflict, are used to determine what emphasis the United Kingdom is prepared to give to either. The paper argues that for Britain the key lies in finding a balance between proclaimed autonomous European Union actions in security and defence, which it helped to bring about through the St. Malo declaration of December 1998, and trans-Atlantic cooperation, in which the US is likely to be a dominant partner.
